I get a lot of questions on my email (, Facebook and Twitter regarding the RH Bill. What is RH Bill? Why do I support it? Would it help solve poverty in the Philippines? Does it promote abortion? Why is the Catholic Church against it?

The Mocha Girls and I are very active in promoting RH Bill for the following reasons:

1. Our country is over-populated. Whenever I see street kids begging for food and money, I wonder where their parents are. What will happen to these kids as they grow up? Who will educate them if their poor and uneducated parents are busy making more babies? The unemployment rate in our country continues to increase and so does criminality.

2. Teenage Pregnancy is increasing. A lot of young high school girls are getting pregnant. She maybe our neighbor or even a relative. When I first published my email (, I received lots of interesting stories. Some were good, hot sexperiences and some were pretty disturbing. A young 15 year old girl emailed me and told me that she’s troubled because her period’s delayed. She told me she just had unprotected sex. They did NOT use protection cuz her boyfriend said that condoms were unpleasurable.

3. Ignorance of the RH BILL. I asked my brother what does he think of the RH Bill. He said he’s anti-RH Bill. I asked him why? “Because our school said so”, he said. My younger brother is studying in UST, my alma mater. Like any other students, he is clueless about the RH Bill. He said that the RH Bill was bad or evil because the priests say so.

Yes, there are many people who are AGAINST RH BILL because of plain IGNORANCE. I will not explain RH BILL like what you see in other blogs. But I will try my best to simplify & summarize the RH BILL for everyone to simply understand it.

What is RH BILL?
RH BILL or REPRODUCTIVE HEALTH BILL summary of provision:

1. SEX EDUCATION is required from grade five to fourth year high school.

Anti-RH BILL supporters say- It is the parents’ responsibility to teach their children about sex education.

I SAY- How can parents teach their children about SEX if they themselves are uneducated. Would you rather be taught about sex by your parents or a professional teacher? In a CLASS D & E society, would you trust the irresponsible parents to teach their children about sex? They can’t even teach them proper hygiene so how would they teach SEX in a very responsible way?

Even if the RH Bill was passed, the parents still have the right to decide whether to allow their child to take Sex Education. At least the government is giving them access to sex education.


Anti-RH say – Natural Family Planning is the only acceptable method in God’s Eyes.

I say- Religion is something debatable. Not all Filipinos are Catholic. Educate the people and let them be the one to decide which is moral or not.The Government through Barangays will not only educate the people but the Government will make sure the Contraceptives are available especially to the poor areas. 

3. Although abortion is recognized as illegal and punishable by law, the bill states that, “the government shall ensure that all women needing care for post-abortion complications shall be treated and counseled in a humane, non-judgmental and compassionate manner.”

Anti- RH say – RH Bill promotes abortion.

I Say- the “right” use of Contraceptives will PREVENT abortion. “Sinners” , as how the church would call them, should not be condemned. They should be educated and helped so they wouldn’t repeat their mistake.

What pisses me the most is that Anti-RH insists the RH Bill promotes sex. Such hypocrites! Sex exists everywhere! That’s why we need to educate the youth about it. I receive lots of emails about girls being lied to by their boyfriends. Saying that condoms are not cool, not effective and not as fun and can even trigger AIDS/HIV just so they can have unprotected sex! One girl told me that she and her bf are doing the withdrawal method. The guy pulls out his penis from the vagina when he’s about to come. The problem is guys can ejaculate without them even knowing it. Pre-cum or pre-ejaculate is a clear fluid that comes out of male’s penis before they ejaculate. Although it is a small amount the girl can still get pregnant and contract STD’s (sexually transmitted disease) from it. That’s why the withdrawal method is NOT effective. Proper use of CONDOM can prevent STDs and unwanted pregnancy.

Lastly, we should all be alarmed by the increasing incidence of AIDS/HIV in our country. Research say there’s an estimated 11,000 undocumented and unreported HIV and AIDS cases in the country since 2008. The incidence of HIV and AIDS in the Philippines is hidden and growing. Now that’s pretty scary. Did you know that AIDS/HIV symptoms take years (even 10 years!) before they appear? So, if you had unprotected sex 9 years ago, it is still possible for you to have HIV/AIDS now. That’s why I encourage everyone to practice safe sex. Use condom! These facts can only be learned thru Sex Education and not through our parents alone. Only Sex Education experts can provide us with this kind of information. This is what I am fighting for- BE EDUCATED and LIVE FREE!

As I have said, there are more explanations regarding the scope of RH BILL. I don’t claim to be an expert on this. I want you to understand and embrace the RH BILL. Do some research and study the RH BIll. Don’t just believe the PRIESTS. RH Bill not solely the answer to POVERTY in our country. But this one helps a lot. So whether you are a celebrity, an Executive or an ordinary Citizen – it’s time to stand against what the Catholic Church is saying.

Forgive me father, but YOU have sinned. You have been lying to the people. RH Bill is Pro-Life!

    I agree about religion being debatable. Morality is subjective. It should be ethics that should be considered.
    Even in Islam (I discovered in my school report) that abortion is allowed under specific circumstances (e.g. when the mother’s pregnancy is fatal and she has major responsibility in her family). Great post. Found it through Twitter.

    I totally agree with you! Its about time that the government ensures us of these rights to prevent unnecessary deaths for women who can’t access these services and goods, for children to be educated and future responsible parents (within the grounds of their own morality), and for women to finally take over their sex and family life! Cheers to you Mocha!

    This is reality! This happens! If we ourselves, cannot resist having/ giving sex and if priests cannot convince us otherwise, at least, allow the government to provide options for women and to those who wanted the use of any form of contraceptives to arm themselves and take over their lives! About time more Filipinos speak out about this! Again, kudos to you!

    I have nothing comment about. what i just want to say that what the government is doing is the right thing.I have studied in the seminar when i was a teenager and yes theres a lot of comments and issue about that,but for me since im not anymore in the seminar i would just like to add its ones choice if he will follow or not.And its a good way to teaching our younger generation about that.

    I salute you Mocha for being so brave.The catholic priest were just reading the BIBLE but they hide the truth just to convince the followers and covers the wrong catholic doctrines.(or bobo lang talaga sila) example: Where the HELL they get this term “Aba GINOONG maria” when they all knew that Maria is girl? Those anti RH bill were SUCK and SELFISH.They do’nt care about less fortunate people. Gusto nila,magpakarami ang mga mahihirap para sila YUMAMAN. WAKE UP………………………………………….

    Pati ba ang pagpapa-ligate covered din sa RH bill? Kasi ang pag kaka alam ko, pag naka 3 caesarian cases na ang mother, mandatory na ang pag ligate sa kanya. So, ibig sabihin kung sa unang anak mo ay CS maximum na pede mong maging anak ay 3 kids lang. Saan pati pede makapag basa ng kumpletong laman ng RH Bill na yan.

    as a fellow alumnus, I salute and support your stand. this is not the time to be uneducated about the realities of society, nor is it the time when religion dictates our rights. we should be more concerned for our future regarding our population, as the state, nor the church, can support the growth. lets hope they truly see what they are opposing and regret it later when its too late.

    * we are not preventing life, if this bill will be passed we are just ensuring a bright future for the kids that will be born in the future, compared to the kids that are born nowadays.. where in they are exp the harsh reality that this country are exp a financial crisis…
    *passing this bill would just be a part of the total solution, so this countries will solve its financial prob.

    I agree!!!! I think RH bill should be passed or at least the church should just allow the congress to do their work whether it will be approved or not. What the church should do later is to preach to the people what they think is good or bad but let the people decide. I believe that the church will agree that having a law in RH bill is not yet a sin, it becomes a sin (at least in the eyes of the priests) when the person begins using these contraceptives…

    kahit po fan ako ni mocha di naman nangangahulugan na kailangan ko ng sang ayunan yun mga paniniwala niya…. kaya po.. I still NOT support RH bill maraming technicalities.. I am not speaking through CHRISTIANITY here.. ayoko maging hypocrite.. at magbanal banalan.. but in my research.. RH bill isn’t just about CONDOM and CONTRACEPTIVES… the fine print of the term “reproductive health” includes abortion. at yun ang ayoko. pasensya na.. ayoko po makipagtalo.. ganun po talaga, may kanya kanya tayong paniniwala.

    as we from the INC is concern..the rh billis not violaing any laws from the bible what is wrong is the thing the catolic church is encouraging for not having sex among spouses as part of their natural family planning.. haven’t they read that god is encouraging married couple to have sex as part of their duty to their behalf??

    Impact of Population Growth

    India is the best country to study the consequences of over population. Geometric growth in population has pushed our country into population explosion leading to number of serious consequences. Some of them are:

    Decreased availability of food and clothing.

    Decreased per capita food availability despite phenomenal increase in their production.

    Decreased per capita GMP and reduced standard of living due to ever increasing population.

    Increased pressure on resources like land, water, natural forests, animals etc. leading to many far reaching effects like:

    a) Fragmentation of land below the economic level.

    d) Pollution of water, land, food materials etc.

    a) Increased housing problems in cities / towns.

    b) Very high vehicular movement in cities / towns leading to accidents, pollution, etc.

    c) Serious problem connected to vast urban waste generation and its disposal.

    d) Serious drinking water shortages.

    e) Unending demands for civic amenities like roads, transport, markets, etc.

    Unemployment problems of serious dimension both in urban and rural areas leading to reduced per capita earning, poverty, etc.

    Hunger deaths – because of reduced per capita food availability and poor distribution of food.

    Acute shortage of medical facilities including qualified doctors, medicines, dispensaries, modern health care facilities etc – due to high population.

    Shortage of education facilities including schools, colleges, qualified teachers.

    Serious shortage of power and problems connected with its distribution.

    Increased inflation.

    Increased borrowings from international organisations.

    Reduced care of young ones leading to increased child health problems as well as vulnerability of children to many diseases.

    Reduced health care to mothers.

    Difficulties encountered in implementation of all national and state developmental programmes.

    Increased government expenditure.

    Increased density of population.

    In India, the over population has engulfed almost all our achievements in industrial growth, agricultural production, supporting services like medical care, housing, transport, education, banking etc. It has put serious pressures on every sector of our economy and every section of society. Almost all our national problems can be traced back to have their roots in overgrowing population.

    At global level, China and India are facing overpopulation issues of highest magnitude. But rate of growth of population has reduced in China substantially in recent years. In India, the rate of growth of population has reduced in some states – while in others it is yet to be reduced. However, rate of growth may not be the only yard stick to evaluate overpopulation. Total available population and density of population are important features to decide whether rate of increase in population really affects the country’s progress. For E.g., in many African countries like Madagascar, Mozambique, Somalia, Zambia, Angola, Chad, Gabon, Botswana, Namibia, the growth rate is double than that in India. But, they are not yet overpopulated because their population density is less than 100 (in few countries it is as low as

    6 – 7 per sq. km – while in India, it is 324).

    Thank you for this post Mocha. Yes, I agree you on your take on the RH-Bill Issue. Let us set aside morality for awhile and take a closer look at what is happening in reality. This could be the right time to think about options, options that we as responsible people should think of what is good for the country and also for ourselves. Question: There is a separation of powers between the state and church but are we following this? We need spiritual guidance I agree, but how about the reality? This is up to us to make a stand once and for all.

    im pro-RH bill. thank god for the internet for providing me information about sex. we had sex ed classes in high school though we barely learned anything do to unqualified teachers.

    I am PRO RH Bill, the priest are telling that do that natural way. Come on, do be hypocrite! it’s human nature to have sex. Doing sex the natural way, is that you can’t be sure that you can control on how many kids you’d like to have. Let me tell this to the priest or GENERALLY to the ANTI RH BILL. If ever na natural ang gamitin ng mga tao at hindi contraceptives… sino ang bubuhay sa mga bata na iniluluwal ng mga porbreng pamilya? kayo ba? kaya nyo ba tustusan ang pagkain, pagpapaskwela at iba pa? kung kayo ang sasagot, then magiging ANTI RH BILL na rin ako. Kung hindi, ay tumahimik kayo… and at the same time, I agree to MOCHA, everyone have the right to CHOOSE. Not let them do the choosing… walang backbone ang ANTI RH BILL…

Priests, religious sects, organized religions; don’t listen to them, they’re all bull crap. They all believe what their bible says and yet that book is full of half-truths if not, lies. I’m not going to take this long, I strongly believe that religion is one big rock that blocks our way to advancement. Why? It’s too long too explain.

    hello po.. i do really agree with your fight for the RH bill.. people should learn that being skeptical about this matter will lead us to more deaths, i mean abortion and the population in our country is getting bigger each year. the church shouldn’t be going in the way or preventing the bill to be passed.

    go mocha! i am pro rh bill too. i think that there is a need for people to be informed about sex, family planning and stuff. it will help us and our economy in the long run. recently nagkaroon nga ng debate about the rh bill sa gma. its already in youtube. very heavy discussion about the bill. its pro against the anti rh bill.

I thank you for inspiring the Filipinos the true meaning of RH-Bill “Is a Pro-Life” I absolutely agree to you, the church has nothing to do with population explosion, increase of crimes due to poverty, rampant abortion and uncontrolled HIV/AIDS, they don’t know about prevention which is more advantageous for the population rather than their views to this RH-Bill.     Now everytime when I visit random sites about RH Bill, there will be someone who is against it.

    I support RH-Bill. True that may abortion sya sa lista but we know that we are scared to do that. Its life! So as much as possible we should be careful and we should know what we are doing to avoid this possible situation.

    I’m a PRO RH pero madaming against dito at isa na yung simbahang katoliko.what where they thinking?tama yung mga sinabi ni mocha sa mocha blog nya lalo na yung number 1 statement.nakakainis na yung simbahang katoliko (i’m a roman catholic btw) sa pakikialam nila..buti sana kung ginagawan nila ng paraan dun sa mga street children e.kaso wala.madami ka pa ding makikita sa lansangan na paglaki nila di malayong maging holdaper, drug addict, rapist, snatcher yang mga street children na yan.tapos babawalan nila yung pro rh?huh!
